Should foreign aid be given to countries with dictatorships?

	Always - humanity comes first.
	Only if the dictator agrees to concessions.
	No - it does more harm in the long run.
	Sometimes - each situation should be judged individually.
	Depends on the number of people affected.
	No - the people should be pushed until the revolt & force a regime change.
